Tbf, he's (making it look like he's) trying to do the whole knock-it-to-one-side-of-the-defender-then-run-the-other-side-thing. But in all fairness, whether you agree with the ruling (which I usually don't), 99 times out of 100 obstruction like that is given as a free kick. No idea why the ref booked him

Yeah, I agree. It's definitely obstruction, the ref got it wrong.
But it's very cynical by Balotelli, which is why I'm glad he got nothing for it.
I don't think Balotelli helps himself by the fact that he goes down absolutely ridiculously, it's actual comical the way he throws his arms around and I remember seeing that on MOTD last night and thinking he'd dived from the angle the referee had (behind the incident) and not seeing what had actually happened until that angle was shown.
That's almost certainly the reason he was booked.
EDIT: I've just sat watching Balotelli's hand movements for like 2 minutes straight. They're hilarious.

As i said above, is neither imo. Its no different to when a defender blatantly obstructs a striker to allow the ball out for a goal kick, should be a foul but never ever is as refs are fucking stupid.

The difference being, when defenders shepherd it out they tend to be facing in the ball between it and the striker, thus they are in 'control' or the ball, whether or not they touch it. The alternate would be having to let the attacker run around you and get the ball again before tackling them.
A block like the Luiz one is more of a foul but I do think Balotelli ran for the foul rather than running and being fouled
