Player search issue - no players interested in transfer

Currently a year and a half into my Coventry save and just now when I go to player search it says that no players are interested in a transfer.
Has anyone else experienced anything like this or do you know if this can be fixed?

Are you under any embargo / board takeover?
Who have you got handling your Player Search Advice on the Responsibilities screen? (if its a board member, change it to a scout)
Do any players appear when you untick the interested in Transfer option?
