Yes, except the ones which are already in minus, they still will be, same as transfer budget. But ingame some big teams already have decent money after a couple of months again. But it will give you a much better overall balance with more realistic transfer-fees IMO.

Difficicult to say. I think it could work, but you need to test it. Just load my files and the beneliga with the smallest db and simulate a season. If it doesn't crash it's unlikely that it causes problems later ingame.

so want heavy tax for clubs the issue is the options
I assume corporate tax is the way to go?
and the option here is all?
and re tax on transfers this is on the selling club?
if so this is taking money from smaller clubs who may have sold a player for good money in that they have lost their best player/s and had to pay a tax penalty too

Yes, corporation tax is the way to go😉 I would test it carefully due a very high corporation tax may destroy much more in longterm-games.
My philosophy is to threat every Club the same, so yes, it also takes money from smaller teams too. I do not make a difference of big or small clubs, due it would break the balancing of the game. It's about a whole Nation only🙂
