It's a known issue with FM26 - read this. We're assuming this issue will get resolved in upcoming official patches/updates.
The new players were added before FM26 was released and didn't have the right UID yet. We've started the process of mapping them to the correct person's UID.
When you have a blank space instead of a cut-out, it means there is a config file pointing to a folder in which an image with that UID is not present. This generally happens when an update pack is installed in a separate folder and not part of the overall faces folder, or there is a rogue config file somewhere. It could also be that you have somehow not downloaded the full megapack but only part of it. Search within the graphics folder for the UID of this person, and you will probably find the secondary image. Delete that folder, and it should be fine.

In line with guidance on the official SI forums, At present, FM26 cannot handle multiple files with the same name. For example, if you have two files with the name "kit.png", it will not load both. and Player Faces: These work fine. You do not need the icon files anymore, and they can cause issues with the note above. Delete them.
As a result, the iconfaces are no longer available for download because they're not needed. You should also delete the iconfaces folder manually from your system too 👍

You need to change your user data location. Simple steps on how to do so can be found here.

The torrent file includes the base megapack uploaded just before that year’s FM version is released. Any and all subsequent update packs are to be downloaded separately.
For those who have never used torrents, in the vast majority of cases, it's just a question of downloading the client program (a small file, less than 1MB) and then downloading the megapack torrent file (a tiny file, around 20k) and then letting the program do the job.

Please report this so that they can be reuploaded. Since the files are hosted outside our pages, there isn't much we can do about this unfortunately. You could try downloading the pack via torrent and get it this way.

To speed it up, it is recommended that you have as few programs running as possible so that the system can dedicate as many resources to the extraction as it possibly can.

You might have a poor internet connection or your browser might have some extensions which interrupt this download. Having loads of downloads ongoing and/or streaming may also de-prioritise this download.

Down the years, after an update pack was released, it was noted that some images included therein where of the wrong person, with a wrong extension or duplicated. Due to the way the download system is structured, these cannot be removed from the download, so there may well be a couple of hundred images’ worth of difference, depending on the version you download.
Our megapack covers 25,000 teams and it's impossible to cater for these kind of requests since players and staff get transferred or sacked or retire etc and recreating and reuploading 25,000 different smaller packs would be an impossible task. That's why we have all the images in a megapack so that everything is captured therein.
These persons do not appear in the default database for licensing reasons. This means that they only appear in your save-game because they were added via a custom file, generally the real name fix file. However, this means that their UID (which is what is used to map a person's image to the right individual) is different, and so the game cannot assign the image to them from your existing facepack.
To get them to show, you should individually download any previously available cut-out faces from here (or use the UID to find them in your existing facepack if you don't use the cut-out megapack), put them in a separate folder to your existing facepack and create a config file just for them using the method outlined in here (which works for all facepack styles, not just the cut-out megapack).

It's a licensing issue. Download this file (or the equivalent for your version of FM) to resolve it.

You haven't extracted the whole file, but just the iconfaces folder. There is also a larger faces folder which you also need to fully extract from the downloaded file.

We suggest winrar, but 7zip is fine too. It's a big file so be prepared for it to take a file.
Reboot your computer, so you are sure the computer is not running an over load of programs. Then just extract the file... sometimes with such a big file the computer gets the calculation of extraction time wrong and it speeds up after a while.
Be prepared for it to take a fair while. It may take around an hour or slightly less with all conditions being ideal.
If you can't find the time to leave your PC alone to extract the files, perhaps it might be worth letting it extract overnight, making sure there aren't any power settings which send the system to sleep if inactive after a period of time.

Can't resume the download anywhere and it just starts from 0 again. Have tried 4 times over 2 days and it's not an issue with my internet/computer.

Using Chrome and cannot resume the download. It does not let you, when I try to resume it just starts from zero again gets about 75% done and then fails.

This is what I see. Perhaps you have a Chrome extension stopping you from doing so. Try using Chrome in Incognito mode with no extensions loading and see if that does the trick.

I have downloaded all 19 parts of the mega pack.
I use winzip to unpack each part. The parts are huge and I have only gotten to part 4. It takes hours to unpack.
Do I need to unpack all of them? or just 1 part?

That UID does not seem to be in the game by default, so the likelihood is that Kagawa was added in your save game by using an editor data file. Since he was a free agent when the game was released, he was not loaded in the default database similar to all other Japan-based players.
Players not in the default database aren't added in the megapack because they do not have a fixed UID like all the other players.
You can still add images for these players using the methods outlined here.
