Need help adding registration rules to new league

Hello everyone. 

I've recreated the MLS from the ground up, and it works great. But now I'm trying to add new registration rules and can't seem to get them to work correctly.

 

I added a rule to have 8 home grown players in the squad and a maximum of 35 players. And all players U21 don't need to be registered. When I start up the game, it shows the rules in the league. However, it does not include a registration window, meaning the rules are never in effect. Does anyone know how to fix this?

 

Any help is greatly appreciated.

It appears I have figured it out. I had the league on the wrong fixture rules index number.
