It's ‘possible’ in the sense that it can be done - but in reality, the kit styles that are popular/supported by the creator community on this site don't include shorts.
Making a new style that includes the shirt and shorts and then providing the 100s / 1000s of templates, in PSD format, would be a massive undertaking and given how established the three kit styles are, I don't think it's a realistic possibility.

Anyone know of any kits/templates that use mass hexagons like this? I've spent 3 hours trying different methods to complete this but I just can't do it.

I hate such kits 😀 best you can do is to recreate this by your own
just my two pence: I would create three layers for each color and put a hexagon pattern on top, you can count the hexagons to paint them right (did something relatable once)

three layers is genius cheers, i always find that my hexagons loose quality when theyre that small and it looks bad, but i'll give this a go

sometimes it helps if you double the (hexagon-pattern-)layer, it gets stronger again
