Does employing international coaches, of which I had none, effect the national team at all?
Obviously I can't implement training but I am hoping it has some sort of positive influence.
I am really hoping it's just not one of those features that's purely cosmetic.

I have seen no evidence that their coaching attributes effect much, as like you say, you can't implement training schedules at international level.
But, I try to sign backroom staff with good attributes in "judging players abitlity and potential ability" as you will get better more informed feed back when you send them on scouting assignments. The more backroom coaches you have the more competitions you will be able to cover, which comes in handy when you have players scattered throughout various leagues. I usually have a coach with high "potential ability" attributes watching the domestic U18/reserve competions for decent regens that hopefully will appear.
Having a decent member of staff scouting your next opposition is also very helpfull as it can be invaluable in helping you set your team out tactically against your opposition. For example if you have a lack of height/heading ability/jumping ability with your first choice defensive partnership and a report comes back that your playing Serbia who like to use Nikola Zigic's aerial ability, then it can be benificial to choose centre backs to compete with him aerially. Remember, your best 11 players may not be your strongest team!
Also don't be afraid to replace U21 & U18 managers as sometimes these guys can be useless. There have been times when I have had an abundance of quality youngsters in my U21/U18 squads but the team has seriously under performed. Check to see what formation the manager likes playing as well as their tactical knowledge and judging ability attributes, as I've had players not being played in their correct position and in some cases not even being selected.
I also try to sign decent physio's as I hope this will help avoid injuries during tournament football, although it is hard to find any actual evidence that this has an effect or not.
