Salary / wage problem in club.

Guys, I have a problem, I have taken over a low league team : Córdoba C.F. B. I am trying to hire some analyst/scout for it while even the worst ones with the lowest statistics demand salaries around 10-15k Euro per month. 
Currently employed staff earn around 1k - 3k Eur per month. While everyone I try to hire demands more than 10k euros which is absurd because in the previous club such earned 400-800 euros a month. 
It's a bug ?
