Option 1:
> When setting up the game, click “advanced setup”.

> In the “advanced options” section at the bottom of the screen, tick the option to “add players to playable teams”.

> Then when the game loads all teams will have enough players to field a full team and fill the bench.

Option 2:
> Alternatively, you can offer contracts to the “greyed out" players in your team.
