As a FYI; there seems to be an additional league in Spain (extra division of the Segunda B)
I appended your file with the following after rule 7162
"COMP_LONG_NAME_CHANGE" 2000032789 "Segunda División B Grupo V" ""
"COMP_SHORT_NAME_CHANGE" 2000032789 "2ªB Grupo V" ""
Naturally, review it as you wish, but it works for me 🙂
