Refused Promotion in Austrian League

Ok so I'm a little puzzled as to what has happened here. I'm attempting to win every trophy in Europe and started in Austria in second tier. Randomised the team and got TSV who were expected to finish bottom. I won the league but after the season finished I received a message saying that the runner up had been promoted instead of us as TSV weren't allowed to be promoted this season and no other information as to why. Can anyone shed any light on why this might have happened? The club is pro, they aren't a second club like Castilla or Barcelona B.

Screenshot may help. Are TSV a feeder/reserve side of a team in the Austrian top division? For example like Barcelona B can't get promoted because Barcelona are in La Liga.

Perhaps the stadium doesn't meet the top division's minimum requirements?

I know in England you're given a set amount of time to upgrade the stadium to meet the minimum requirements so you can still compete in the Premiership. I would have thought Austria would have something similar in place but I could be wrong.

Is your club in debt? Do you have a negative bank balance?

havent played fm for a couple of years but got fm13, i dont like watching the matches, i just like the old commentary with the kits and stadium background photo

when im playing i cant get that, it shows the match and loads of pop up screen which i hate, how do i get it back to the way it was like this image

Sorry for the very long delay but I believe that the club doesn't have enough stature or something to be promoted. I'll play a second season and see if the same thing happens. Either way thanks for your help guys.
