By UEFA/FIFA, surely not.
I did read the other day that FIFA are looking to bring in a rule that the top dog ie Sepp Blatter can only serve a max of 5 years or something in future.

Never in my lifetime.
In saying that I've never heard of any other sport hosting a major international tournament across numerous countries.

I think there is a very real danger that European minnows (they're increasing the teams are they not) playing 400 miles away from their respective country in front of an empty stadium because no one gives a shit about them.

Not sure about this bit. I dont think it would be fair to have a team playing in their home country more than once in the group stages. It could be conceivable that you have England, Turkey, Ukraine and Italy and that would mean plenty of travelling. Not much time for recovery/training between group games.
The other bits I would have to agree with you on though.

But that could just as easily happen if they were playing in one country, aslong as fixtures and venues are announced well in advance which i imagine they would be then i dont see how it would be any different. Also i imagine most games for nations would be played relatively near to one another, wouldn't be any sense in playing one game in Russia then the next game in Portugal.

Not so much I would say, at least in one country you have the advantage that all the games will be played very close to each other, if not all in the same City, which makes it easy for fans of that team to base themselves there.
Could you imagine the Irish fans that were excellent being able to afford the travel from say Germany to Italy to Switzerland for their 3 group games? I think there's going to be more travel, there will kinda have to be, and the fans will probably suffer.

But the idea behind this is they wont have to travel as far, they could well see Ireland play in England, Scotland, Wales or France.

Any country wishing to host a game/group needs to have 2 major airports to 'separate rival fans', meaning Cardiff is out.
The reasoning that fans will need to be separated at airports is ridiculous
