Also, when a source is as small as this, upscaling it to 250x250 is not necessary because it then becomes overly blurred. 180x180 in low-quality sources like this is acceptable

i'm using Topaz Gigapixel AI and it's really makes difference comparing to other upscaling services/techniques

I'm not saying it's not a good tool, but the face in the uploaded source is just under 180 pixels in height. However good an upscaling service, it's inevitable that increasing it in size around 1.5 times will lose a fair bit of the sharpness of the original source (which in this case isn't too sharp either tbh )

As a result, the final cut will definitely appear a bit blurry, through no fault of anybody's. I personally think that having it in 180x in these cases is more than acceptable
