Oscar will play deeper, as will De Bruyne. Both already have as it is, particularly Oscar.
I think Oscar will spend a lot more time as regular central midfielder alongside the holding player. I think he's seen as a more long term replacement for Lampard's role.
As for Romeu, he started well and then dipped off. Then did his knee and has been sent to Valenica on loan. He needs games to refine his own game, which would have been limited here. He still has a chance but he's going to need to improve some key aspects if he's to hold a regular position in the future.

He's said that as Everton manager he had found it hard to say no to players who wanted to leave for bigger clubs because he knows them and didn't want to hinder their careers, even if that might have been best for Everton. In response you've linked me an article where he has complained about the conduct of Manchester City in their pursuit of Lescott and the fee that they've offered with a little moan about the timing.
You've completely ignored the fact he never said anything along the lines of 'we will not sell Lescott to City' and the fact that he's talking about a club that finished 12 points below you that season and he clearly sees City, at that point, as 'one of [Everton's] closest rivals], and you're (the most obvious point) ignoring the fact that Lescott was sold to City.
Thats the point you, and the media at large, have confused what he said. He can 'not stand in the players way' and demand the fee that he thinks they are worth at the same time without those being conflicting ideas at all. Thats something managers everywhere have done, and do, we often let players leave who would be useful to us because its better for their careers if they go elsewhere. You've benefited from that 3 times through the likes of Neville, Gibson and Saha and alongside that we've let players like Eikrem and Daehli leave because they've wanted to play football.
How many times have you heard managers say 'we wanted to keep X but Y offered him this and we couldn't stand in his way'? It's a lot, and its exactly what Moyes said when you sold Rodwell to City.

So he complains about the fee City offered, but then does exactly the same when bidding for players himself? Fellaini especially as he has clearly waited for the buyout clause in his contract to expire, before offering much less than he is really worth. He's gone in with a nice little unsettling bid to get the ball rolling, very respectful way to treat your old club.
And are genuinely saying that Neville, Gibson and Saha were as important to Utd as Baines and Fellaini are to Everton?

No, because (AS HAS BEEN SAID A MILLION AND ONE TIMES) Woodward is in charge of transfers not Moyes, it literally has absolutely nothing to do with him whatsoever what fee we offer for anyone. If we're up for calling Woodward names and saying he's useless I'm game for that.
