Unable to offer trials to certain players

Hey, At the start of each season I like to take quite a few players on trail but for some reason a message comes up saying
"offer a trail to 9 players?" which is fine but below that it says "you are unable to offer trials to" then it lists the players I can't offer a trial.

Why does this happen and what is stopping me offering them a trial?

They might be set to play in the countries triallist game which is held every year, featuring various unattached players. I don't think you can approach those players until after that game. you can watch the match or have your scouts report on all the players though.
