Can't Upgrade Club's Facilities to Max

Hello – I am in year 2027 in my save with Waasland-Beveran. I have taken the club from the second division to the top of the first division. I have been steadily upgrading the club's facilities. However, the Youth Facilities are at 4 stars, and the Youth Recruitment is at 4.5 stars, yet there is no option to request the board upgrade these facilities. 

Is there a reason for this, or is it a bug?
