Hi, I know this might be a stupid question, but if I download this Data Update: https://sortitoutsi.net/football-manager-data-update, will I be able to play all the leagues/teams which are shown here: https://sortitoutsi.net/football-manager-data-update/continent/3 ?

No the Data Update just updates transfers and contracts. You find more playable leagues here: https://sortitoutsi.net/content/61984/fm23-nation-and-league-expansions-add-playable-leagues-to-football-manager-2023
