Scouts keep scouting - Please help!

I'm going out of my mind! I'm currently doing a Canadian Premier League save, my club don't have a tonne of money, so I'm trying to run a tight ship. However, my scouting department are just free spending, scouting players from all over the world at their leisure 😢

I have removed all recruitment focuses, I have taken control of assigning all scouts, I have unchecked to keep my shortlist up -to-date, they have no current assignments - they literally should be doing no scouting. Yet, they still keep scouting players, and blitzing through the scouting budget, I really don't get it.

Can anyone please help, or has any had a similar issue?
