Problems with downloading

When I download the files, I can not open them when they are finished. When the download is completed, my internet refreshes (and I can't stop it) and the download will be in my download map for over 10 times but I still can't open it. Also when the files are downloading I see a small Google Chrome logo standing by the download. This happens also by Internet Explorer. Does anyone know how to fix this?
