Issue with promotion/regaletion

Without Promotion and relegation.fmf it's all okay, no problem and game normally started. With that file always crashed, why? I also loaded the normal DB without any update, still crashed. What's the problem?

mine FM17 with Promotion and Relegation.fmf working fine. erm....you may need update patch 17.3.2?
