Can't Edit the Live Transfer update

So I have a few changes I'd like to make to the Live database (for personal use) but when i go to import the xml file in the editor it says "This file was last saved from an older database" so it doesn't load any of the database changes at all. Not a single one. I can't figure out how to fix this issue, anyone have any ideas? Appreciate any help.

Tried redownloading the file, nothing changed. Also made sure it was for FM19.

that message is a default message you get

load the file go to people and search for number of changes 1 and see what that happens
