@moondog777, when cutting sources like this one, are you perchance downsizing the cut to 180x180 then upsizing it to 250x250? That's the only explanation I have as to why a source like this produces a cut which is not as crisp as it could. Do avoid this

@mons no, immediately 250*250. don't know exactly where I am losing quality.
Perhaps the resulution selected?

Hmm, that's strange. I have no idea what technique you could possibly be using which is downgrading the quality of the source. I mean, compare the cut and the source and you can clearly see that the cut is a little bit blurred when compared to the source

Just something to keep in mind, I guess

Edit --> Preferences --> General
Set Image Interpolation to Bicubic (best for smooth gradients)

It's not the ticked boxes I was mentioning,but just "Bicubic (best for smooth gradients)" thing...however...try this:

Make sure it's checked.
Open some image.
Image --> Image Size
Do this
