The source was more than big enough for 250. Crop the area around the head, and if it's at least 250 pixels high (and sometimes a little bit less is acceptable), then go for 250x250. Otherwise it's 180x.
You have to take this decision before cropping it, because if you upscale it to 250x like you have here, it'll appear much more blurred than it needs to be if cut as 250x straight from the source.
