when you try to use a file created using an earlier version of the DB it sometimes has to be just opened in the editor and saved then its good to go
you will get an warning message saying something like- this was created on an older version etc ignore this that is normal
also the new editor/game SI have released it has been very buggy and it sometimes doesnt like xml files
but files like this dont need verification in fact they cant be verified in the editor as they are not changes to league structures/ rule changes.
try loading it in the editor and using save as then you will get a fmf file this will load in game
NB it is a XML file so you need to use import to load it

there can be min/max wages for certain players eg youth/foreign etc just edit that

The data update page tells you when the file was last updated and for which version the latest update is for
NB It is for FM21 NOW
Older versions click as shown in image(NB older versions are not being updated the last updated stable version is shown)
There is an issue currently with only the download link for the last FM20 update working

no idea as I am unable to access the game for a few days as I am away
as said previously no changes made to anything other than Brexit if you are getting issues with comps not running report to SI

Do you mean U23 comps as there are no U21 comps in the English set up in the game?? and the U23 and U18 are working

best thing to do is delete the 'old' file it is going to replace in the skins folder and then put the newest version there, this way there can be no issues
you can have several versions of the same skin in the folder, they just cant have the same name- so rename them if you want to keep them all

If you are still getting this still I found this solves it
Steam users
Open Steam and access your Games Library
- Right-click on Football Manager 2021-> Properties -> General -> Set Launch Options
- Type this in the box: -small_screen -windowed
- Click on OK, close the window and launch FM201 through Steam
Epic users
- Open Epic Launcher and go to ‘Settings’ on the left-hand panel
- Scroll down until you see Football Manager 2021
- Click the arrow to expand the selection
- Tick the ‘Additional Command Line Arguments’
- Type this in the box: -small_screen -windowed
- Click on OK, close the window and launch FM21 through the Epic Games launcher

there are some known issues with transferring files, some are resolved using the fix as Mons points out...others dont work I have several files going back years none of which are working with the fix so have a go and see what happens.
If you get errors then report to SI
