@Joža Kuhar so this file is not yours and basically you have downloaded it and just verified it and passed it off as yours? and now only after being challenged you say it is infact not your work and give credit to the original creator
have you sought permission from the creator to post his/their file? if so PM me details of this person, in the meantime the file is removed from the site, you have also loaded other files are these your work or other people's?
I will also move this to the correct forum

I have done it before a few years ago, cant see why it wouldnt work still the method is simple and using good old notepad😉
you need the file saved as a xml in the editor, close the editor
then open the xml file in notepad+++ and find the part dealing with the number of teams then enter the amount there and save
then reopen the editor and the xml file and it will be changed to the set amount you want

Here is Portugal with increased prize money/sub rules changed using my method
the ‘bug’ mentioned I have seen it too, IMO its the dire verification process is the issue and nothing else mate and has been reported to SI with no joy from them
bottom line the editor verification process is simply dreadful and has been for years I dont use it unless I have no other choice its really poor
I have fixed the issue allowing the file to be used in game as can be seen below

Load your file I will have a look, I have a fix for this as per the Faqs where I show how to create a continental/international file avoiding verification, the same can be done to nation rules too

going back a few versions[FM20?] you could set up loans to happen in January the next year and it would work
but last couple of versions the ‘future’ loans will start on your chosen game start date

you using any files/mods with player changes as there is nothing official from SI been done regards this, there will be in the next update for sure
