There is something you could but definitely should do - read the 1st post and use the workaround.
To be fair, I don't remember that something changed in terms of generating xml files. Each update has all the faces from all previous megapacks and updates. @mons - can you confirm this?
Your config file is way to small. it should be around 40mb, not 0.1mb. Repack your faces once again and check the file size.

If you load a file with leagues added, you should have test rules button. Or when you add rules in the editor yourself. Otherwise, it's greyed.

The issue is De Cat was not in fm24 original game so you've added him through some additional file. His UID in the megapack is correct, the one in the game is randomly generated.
