Probably the case that the FM13 readme file is included, alongside the FM14 readme file. If you have 134,719 images in the file you have downloaded, then you can rest your mind that you are fully up-to-date.

The update file contains 4287 files.

And the MEGAPACK 6.0.rar I downloaded, has 134585 files.

Is there something wrong with the update links or file naming? I downloaded sortitoutsi_cutout_megapack_6.00_changes.rar and the readme file gives info about 5.01:

FM13 Cut-Out MEGAPACK Version 5.01
(For use with FM09-FM13)

Installation Instructions:
