Editor - Lower League Setup

I have been creating new U.S. leagues with pro/reg for several years now. I cannot get it to work properly in this year's editor. The Nation Rules section is no different from what it was in prior years and I verified I built it the same this time around. I am getting the following message:

"Competition [League2] has its parent set to [League1] in the database but is not included in the child competitions list for this competition."

Exactly what test error tells - you have set parent competition to that league in database - this should be also added in child competitions list under parent competition. Not in database but in rules - basic or advanced.

There is no field in the rules windows where you specify parent v. child. In the past, I just added the leagues to the rules in the proper order and set up the promotion and relegation rules. The editor seemed to take it from there. I copied the rules from the prior years, field for field. This is the only one that hasn't worked.
