I created this file for FM17 and have been using it in my FM18 save and it's been working perfectly.
To solve the clones of Mark Clattenburg refereeing what seemed like every match in all competitions in the lower levels of the English leagues in FM17, I used a name generator to create fictitious referees for levels 6-9 setting their reputation the same as the league they are officiating in.

You're welcome. Glad to hear it is working in 19, I must admit I built it in 17 so may not be perfect in this version.
