Can you transfer ban a leauge to outside leauges?

Hello, is it possible to transfer ban every single club in a leauge to clubs outside the leauge? For example arsenal can only transfer players to clubs in the premier leauge. And not to bayern or juventus,…?

I've made where you can only sign players from the same division or lower but players can still go to foreign teams such as Bayern and Juventus. I can keep trying to have a look, but it depends on what you would like. Also I'm just trying to improve my editing skills.
