UCL Terracing Rule

I've got FC St Pauli in the UCL now. However when we play a home match, the UCL Terracing rule means we're only allowed to have a 15% capacity. First thing I did was ask for a expansion. Club granted, but built more terraces b/c of how our stadium is designed. Now we have a more expensive stadium and same capacity for home UCL games. I've asked the club for a new ground, and even now that we can afford it, they deny it b/c they're proud of their home (and they should be its 40k stadium). I cannot find a fix for this, and my club is bleeding money on UCL games, even with a win. Help?? Screenshot for reference
