NEED help activating USA structure

Hi, so ihave been trying to mess around with the editor to activate the leagues below the MLS in the USA. I want to have the MLS new structure activate, that being the MLS NEXT Pro and MLS Next leagues. An extra bit of fun would be the USL structure which is not MLS owned but is scouted extensively by MLS clubs, that structure being USL, USL Championship, league one and league two.

I have tried to do all this but keep running into issues with league structure. specifically changing the competition level for MLS NEXT Pro to ‘5’… i do that but run the test and it still says i need to exactly what i just did.

Could someone help me with this issue? or even do it for me, that would be great but a lot to ask.
