I have created 2 new nations of Madeira and The Azores and given second nationality to all players born in these regions and made it so any regens produced will have second nationality.
This gives you the opportunity to try to achieve success with only local players with a limited pool of talent to choose from.

For now they are just a secondary nation with no national team.

Which version of the game this is and which database? Can't seem to get the files to show when starting a new save.
