data update

Alright lads, Can anyone help me out just done the latest database update/transferupdate and previous to this one i have had zero issues, for osme reason since ihave done the latest data update every team on the games finances/tranfer fund is zero even when you sell players it stays at zero. when you try and sign players it is sayins you are not permitted to sign anyone this transfer window …..does not matter what league or team all the same ? what have i missed or is the latest update corrupt as you can tell I am not computer savvy 

There is an option to disable the first transfer window (or some similar name) when you start a new game. You seem to have selected it without knowing.
