Does anyone know if the people who have pre ordered FM 2013 will the be able to download it on Friday 00.01 am?

Yes, i believe you will be able to download it 24 hours before, then just activate it online at 00:01AM.

It isn't available to pre-load because it isn't a proper Steam release.
