Good cut @WelsonLiong, but a couple of things to keep in mind for future cuts.

a) While cut-outs are to be cropped no more than 2-3 pixels beneath the chin, all of them should have a collar. Since in some sources, like presumably the one from which this image was cut, the person in the image has a longer neck than usual or the collar is lower down, the above would be quite difficult to achieve naturally. 

Here's a technique of how the above can be accomplished quite easily by lassoing the collar and nudging it upwards:

b) For images like this which are tilted to one side, it is recommended that you rotate your source before cropping it. It'll look much better in-game if it is fully upright. This is how to address this:
