They were originally. But around a year or so ago, we also added the option of cuts in 250x250 where the source image is good enough to allow it, in view of the fact that some skins allow the display of this larger size.
Have a look at this thread for some further guidelines on the megapack standard and tips on how to cut
However, a source as large as this could quite easily be produced in 250x250. It could also do with being brightened a bit.
