Added manually out hairline. Sorry, due to extra low quality of this photo, some out hairline details removed with background.
Cutting out hair manually is not recommended because it leads to hair which is visibily unrealistic.
remove.bg does an excellent job with sources like this (as per my first attachment).
I enlarged it slightly to perhaps attempt a 250x250 cut (as per my second attachment).
A bit of snow removal by locking transparent pixels and clone stamping, and resized of the canvas and the ensuing result will be better
