It's not a bad cut, but the source is too small. In fact, the cut you've done is in 207x207 whereas the dimensions for cuts is either 180x180 for low-quality sources or 250x250 whenever otherwise possible. Upscaling it to 250x250 will mean it loses sharpness which means it wouldn't be an improvement.
A cut can only be as good as the source it comes from, and this one isn't the best because it isn't the biggest. If a better source or a better version of this one can be found, I think it may well provide an improvement, but not as is.
