Because you're focus on the wrong values. What matters is the effective paid transfer fees and not the shown market values, especially when it comes to those very high 100m+ values. Those values have a mechanism which can't be changed but it's irrelevant for the game-balance. It's a way of the AI to tell you that they are unwilling to sell a player.
