I had the same problem and think it is that the folder name is too long - once I renamed the folder "Premier League" they showed up just fine in-game.

You can't and have never been able to set the balance at just under a billion, you'll need to lower that quite considerably, the game doesn't know what a billion pounds is, if that makes sense.

As I said, it's the values below <!-- (additional) stats colours. used on scout, confidence bars -->. To be more specific it's the following values you need to change:

<colour name="low stat" red="0" green="60" blue="140" />
<colour name="medium stat" red="30" green="100" blue="180"/>
<colour name="good stat" red="50" green="140" blue="200" />
<colour name="excellent stat" red="100" green="180" blue="255" />

In the settings folder open the Scorpio settings.xml and search for <!-- (additional) stats colours. used on scout, confidence bars -->. Below it you'll have the colour choices.

It goes from the middle to the sides. The first value on the list being for the central area and the last being for the outer ring. They are definitely not out of the place unless your colour choises are.

Change the values below <list id="ring_colours"> in the player attribute analyser outfield.xml and the player attribute analyser goalkeeper.xml, which you can find in your panel folder.

If you are using the beta skin you have to rename the folder from Scorpio-beta to Scorpio. Make also sure that you the Scorpio folder inside another Scorpio folder. In your skin folder you should have a folder called Scorpio and insde that folder you should have folders called fonts, graphics, panels and settings.

And if you are using the download button on the first page it will download the 1.7 version of the skin, which is not compatible with FM 15.2 without modifying the config file. You can find a guide to do it from this thread.
