I haven't touched the Canadian premier league but it could be that the transfer update is releasing them. Are you using any league databases for Canada? I was looking for a good lower league db for Canada myself.

if you are using another transfer update file, it could be releasing the players for San Diego.
There is a transfer update file from sortioutsi included in the download but it has been modified to no release San Diego players.

on the nation you want to change go to "Relationships" then "nations treated as non foreign". you can add nations from there.

It would be pretty good to be able to do this to be honest.
There's a lot of players, staff and clubs that get removed from the game for seemingly no reason and it would be good to be able to add them all back in.

the MLS has international roster slots that can be traded to other clubs.
In FM each team by default has 8 international slots.
If you are lacking spots to fit your squad you need to trade with other teams in the MLS to get more with draft picks, GAM, players, etc

Have you been able to confirm that league rules set on specific clubs work? I've tried experimenting with them in the past but never had much success with it.
The most reliable way to give a club Bilbao style rules is to use one of the few hard coded clubs in the database that have the signing policy of only being able to sign players from the “Based Nation".
Bermuda Hogges is the best one to use.

There is no team that exists for San Diego in the FM database so when updating the transfers there's not really any other option than to set these players as just free agents.

Please just note the mistake and bring it up to the creator so they can fix it.
Mistakes are easy to make when creating thousands of changes to the database.
You're being very dismissive to the person who put in the work to add players.

I can't explain in french but you will need to put the files in the Graphics folder of the download in your Graphics folder of your Football Manager directory and the files in the Editor Data file in the Editor Data for your Football Manager directory.
Then the files will appear in game when you start up so you just have to tick the ones you want.
For the graphics you will need to reload your skin and clear the cache.
