I wrote about this solution, excluding MS store updates. From the moment I did it, the game doesn't download anything and it works perfectly.
I think I found a solution, but still to be checked. I turned off automatic updates and turned on off-line permissions in the MS Store settings.
For me, the game is updated automatically every few or a dozen launches. I can see it by running it from the start bar - then such a white bar appears. I just flip the folders over and that's it.
