He's lining his already thick pockets further by coaching in China. He's long given up any ambitions on taking a job for any reason other than money.
Löw isn't really that great a coach. I'd expect him to go back to coaching clubs in Turkey if he ever returns to coaching clubs, not getting jobs at big clubs in the top leagues.

They can't offer the kind of wages they'd need to compete with Bayern over the long term. Their squad is still really young and plenty of their players have the potential to get a lot better, but most of them won't spend the prime of their career at Dortmund. Eventually most of them will follow in the footsteps of Götze and Lewandowski and go to clubs that can double, triple or even quadruple their wages.
They will ultimately face the same fate that Bayer Leverkusen, Werder Bremen and all the other German clubs that have briefly challenged Bayern's supremacy over the last 20 years have, even if their time in the sun will have lasted a lot longer than those who came before.

Regardless of whether Klopp is available we should drive a dump truck of money through his front door, promise him time to build a football club how he want it and the chance to build a team that won't be cherry picked by Bayern every season.
He'll probably still say no, but you've got to be in it to win it.
