All that means is that he has not been requested in this forum as an individual request. He may have been added in a teampack or a mixpack, which are not captured using the search function.
The best way to know if a player is in the megapack is by ensuring you download all the update packs and see if he's in your save game. As an alternative, you can use the FM database search tool (using the person's name) or the megapack search tool (using the person's UID)
