That UID is for a created person. He appears with that UID in your save game because you have downloaded a file which creates him. He'll undoubtedly be added to the forthcoming official update using his previous “official” UID. If you want to add his cut-out to your existing save, download his cut-out from this timeline into a new folder and save it using the UID you posted, and create a config file for it using the steps outlined here.
