@kane0707, a 250x cut is preferable to a 180x cut if the quality of the source image allows it, which it clearly does in this case.
Moreover, every cut must have a collar.
While it's true that we want all cuts to have a collar, we also want as much of the face taking up the canvas as possible, so there should be no more than 2-3 pixels beneath the chin. Some sources have a long neck and/or a low collar, so it's obvious you can't have both without some edits.
For any future cuts you decide to do, watch this video to see how you can manage this with a few seconds' extra work in Photoshop, so that it looks like Mustang's cut:

Your cuts are quite good, don't worry - it's just that there are some other things you have to keep in mind which you might not be aware of, and so I point them out to you from time to time 😉
