a) if you're going to use remove.bg, you must crop the source before using it otherwise it will be downsized and the area of the face would then need to be upscaled to fit 250x
b) No more than 2-3 pixels of space are needed above the head. After all, the focus of the cut-out should be the face and anything more than that is just dead space.
