I've not found that to be the case in general, if you crop the source before putting it through the site.

If you use this image to go through remove.bg:
remove.bg gives you this one back
As you can see, it's of good quality but the dimensions are smaller. I believe the maximum preview image that remove.bg allows is in 500x500. In cases like this source where the face is only a small proportion of the whole image, the end result will see the face correspondingly smaller.
On the other hand, if you put a cropped version of the original source through remove.bg:
The final cut will be larger, of a very good quality and can easily accommodate a 250x250 cut:

As @mons said, cropping the image doesn't really result in a loss of quality in my experience. Some cleanup was needed to remove "snow" and the green coloration of the grass around the hair edges but that's the case for most cutouts.
