FantasticI couldn't figure out how to do it.
I used a Levels adjustment layer to reduce the brightness and increase the contrast, with a layer mask so I could brush over just the areas covered by the blue glow, and then used the Clone Stamp tool on Color mode to recolour the blue parts of the hair and face so they matched the rest
